I'm confused why I see > 10 rd magazines on the classifieds. I thought you can't acquire them through PPT?

You can't, please report them and we'll remove them. Please keep in mind there are LEO on the site who can sell to other LEO. Everyone is responsible for their own listing and complying with the state law. The persons are acknowledging they are selling legitimate CA compliant items when they check the box before posting.

Are you referring to standard cap mags blocked to 10 rounds: "10/17", "10/21"...?

you might see mags advertised as "10/17" or "10/15". That's legal - you can block a full size mag to make it compliant. The "serviceable" reference means just that. Its not glued shut and can be opened up for service & cleaning.

yes. And if it doesn't say 'serviceable' its possible that it it sealed shut. If that is the case, you wont be able to service or clean without likely damaging the mag.

Just know that blocked mags are ok and that's it's up to you to make sure they stay compliant as necessary.

I believe that the DOJ says ""acceptable minimum level of permanence" and describe methods (rivet, epoxy, welds etc). They describe permanence as something that cannot be removed without disassembly. That does not mean you have to deny service to the equipment.

I have some that are fully serviceable and have a 3D printed block glued into the follower to limit 10 rds and others with a plastic liner that sits along side the spring to limit the follower to 10 rd capacity.

“Permanent” isn’t a defined legal term, and everyone has their own interpretation of what qualifies as permanent. Just because a magazine can be opened doesn’t mean any internal modification can be reversed without rendering it inoperable. That said, with the proper tools and know-how, even a pin-and-welded flash suppressor, the standard accepted by the ATF, can be reversed relatively easily.
