In collectible handguns that are roster exempt,would I be able to trade to an out of state FFL my handgun for his if we assume they are equal value?

If you have a C&R license and you travel to another state to trade the handguns and then bring the handgun back with you, there will not be any CA sales tax because no transaction occurred in CA.
The sales tax will only be collected if you have the guns shipped to a CA FFL who then does the transfer within CA.
The fact that you made a trade will not help you with sales tax because there is no "sales tax credit" for the gun that you traded off.
