18 year old AR-22 legality

Can a under 21 year old, but over 18 years, purchase a Dedicated 22LR AR upper on a AR lower marked Multi, but with a 10 Round 22LR Mag-Locked?

If you are under 21, you can only buy complete rifles or shotguns with a valid CA hunting license. The rifle cannot be a semi-automatic centerfire rifle. The AR22 would not need to be maglocked since it is a rimfire. The AW rules do not apply to rimfire rifles. However, it would need to be complete. No receivers for anyone under 21.
 
What can be done under statute may not mirror what a private FFL might do.

A few years ago, I had an FFL refuse to PPT a dedicated .22LR upper on a “multi-caliber” lower from me to my under 21 step-grandson.

Their rational was the “Multi” designation opened the question of center fire v. rimfire.

I don’t use that FFL anymore.

Some FFLs are really dumb. If the barrel is marked .22 LR and that is what is on it, then it is a .22 LR. It should go in your books as a .22 LR. The only time I use multi is when it is a receiver only. When it has an upper on it, it is the caliber of the upper. This logic is not that hard.
