My unprofessional interpretation of AB1263 is that it applies to commercial sales of firearm-related items (businesses). IMO, private persons should still be able to sell all types of parts, except for barrels, as long as their intent is not commercial in nature. Of course, that is my interpretation, and it's unclear how the State will interpret the law, which was intentionally written vaguely and broadly. The following words from the definition of a "Firearm industry member" all imply commercial activity: manufacture, distribution, importation, marketing, wholesale sale, or retail sale. Is a private person selling a personal belonging that they no longer want considered "distribution" or "retail sale"? I don't think so, but I'm not an attorney and I don't represent the CA DOJ. And I think enforcement of this law will be limited to individuals who are conducting frequent regular sales transactions and are marketing parts that are new and clearly trying to earn a profit.

AB1263:
(f) “Firearm industry member” shall mean a person, firm, corporation, company, partnership, society, joint stock company, or any other entity or association engaged in the manufacture, distribution, importation, marketing, wholesale sale, or retail sale of firearm-related products.

I've been saying this repeatedly anywhere where people may be confused about this law.

Look at all previous gun control measures. Does it say "all CA residents" or "all firearm industry members"? I guarantee you that it ain't the latter.

This new measure is directed at B2C, not C2C. Don't gotta be a lawyer to figure that out. Although our states' 2A lawyers seem to have their heads up their... on what this new measure means.
