I would disagree here.Gun control IMhO was never meant to disarm everyone. It's built to disarm a specific group and leave everyone else alone.
Think about it, the fees forms permit costs, weekday appointments, COE and FFL paperwork don't stop a guy with money and a flexible job. I can clear it in an afternoon because my job is flexible.
The person who can't take off work or front the cash or deal with the bureaucracy gets filtered out. They are also not likely on these forums.
That's why both parties in congress dance around it and why SCOTUS keeps finding reasons not to touch it. A right you have to be affluent to use isn't a right. It's a privilege with a paywall.

If you’re referring to the Groups of law enforcement who can sell off-roster guns acquired through their employers, that creates a problem because some of the entities in Group 2 are included in PC 830.1 (Harbor and Port Districts). Additionally, federal officers are included in Group 1, but are not included in 830.1.(9) The sale of a machinegun-convertible pistol to an individual who is an active peace officer described in Section 830.1 or a reserve peace officer described in Section 830.6 who is employed or appointed by a law enforcement agency described in Section 830.1 and is authorized to carry a firearm on duty.
