I'm most interested in how the closing phrase can be applied to local facilities as well as other federal sites:

...carrying arms for self-defense when entering a building held open to the public is a pragmatic "lawful purpose []"...

If that gets SCOTUS weight, then the "sensitive spaces" arguments are going to take a beating.
