how to register this firearm

Long story short, a friend (ca resident) went out of state (Montana) for a little less than a year.
Montana does not require documents or any type of registration for PPT if your a resident.
He was gifted a rem 570 through PPT from family
He came back to CA but I’m wondering can he legally register this firearm if it was gifted to him even though he wasn’t a resident of Montana when acquired.
Firearm is not stolen or ilegal but will DOJ ask how this was acquired? Or can he simply register it ?

Technically if he was not a Montana resident, the only legal way he could've acquired it would've been to have it shipped to an FFL back here in Cali. While Montana doesn't require transfers for private purchases, a California resident cannot go to other states and purchase guns private party legally speaking.

Yes which is why my friend is stuck weather he should register it or not, he left it in Montana just in case but he would like it to have it legally in CA.

If the gun is still in Montana can't the family member ship it to a CA FFL? It's a long gun so there is no roster. Some FFL's only accept shipment from other FFL's so it could take some searching around, and there would be a transfer fee (whatever the FFL charges). Not sure how the 11% excise tax would work if the gun was a gift...

He has it in storage in Montana, location of firearm there is no more family living there he would physically have to go get it eventually. But if FFL is the only way maybe he can find a ca fll who would accept the firearm then he can go in person in ca and do paperwork ?

Right that’s why he wants to do it legally but sending to FFL and then doing paperwork seems like the most logical thing to do

Only way is to ship it to an FFL here. There is no legal way of bringing it into the state and registering it.
