I want to get a second hand ramjet after burner. But not really understanding how to get it legally with the new law. Would the ffl be able to facilitate it? Or is it dead in the water?

I bought a barrel off someone here a couple months ago. He wanted to meet at an ffl, so we go in and the employee didn’t care and told us we didn’t have to go through them. I’m sure different ffl’s will say different things. From my understanding the background checks for barrels haven’t started yet, they just want to make sure whoever is buying them are of age.

Yes, the FFL can facilitate it. Call around and ask what they charge for a parts transfer. You would give the seller the name and address of your FFL and if requested by the FFL a Bill Of Sale. The seller ships it directly to them, they receive it, contact you, you go in, sign paperwork, pay transfer fee. Leave.

As of January 1st it has to be transferred via a licensed FFL, just like a firearm. This consists of an ID and age check, a signing of an acknowledgement form. Some FFL's ask for a Bill Of Sale from the seller (I've had to provide this for a barrel sale). FFL's must keep records of the transaction. Starting July 1st, 2027 you will have to pass a background check.

A few FFL's I visited weren't familiar with the new AB1263 / SB 704 requirements or how to facilitate them back in January. Since then the DOJ has published at least one advisory to all FFL's. FFL's are required to keep the acknowledgement paperwork.

This is just barrels though right, we can still sell/buy/trade/give other tires of parts without FFL? Or does anything that would require ID for shipping from an online store also now require ffl face to face?

As a private owner you can ship direct without an FFL other than barrels. Online stores (Gun Industry Members) can ship direct if they verify age, have the buyer sign the acknowledgement, and ship signature required OR they can ship directly to an FFL.
