The California Department of Justice has published a Notice of Proposed Rulemaking concerning Notice of Law Enforcement Sales/Transfers of Unsafe Handguns regulations. The Notice and other documents related to the action are attached to this email. These documents are also available at https://oag.ca.gov/firearms/regs/notice-of-law-enforcement-sales-transfers-of-unsafe-handguns. Please feel free to share this Notice with any interested parties.

Any person, or a representative authorized to speak on their behalf, may submit written comments relevant to the proposed action. Comments will be accepted until 5:00 pm on February 24, 2026. All timely comments that specifically pertain to the proposed regulations will be reviewed and responded to by Department staff. Comments may be submitted by mail or email to:

from what i can see, its not really a loophole closed is it? It looks like it just operationalizes the tracking system that should have been in place. Like an official version of "here's the actual system you have to use to comply with the law that's already on the books". Am I missing something?

No that's what it is, I think this bill passed like 5 years ago and they are finally doing the rulemaking on how to actually comply.
