Questions about private ammo and a handgun sale

A few questions:

1. What are the current rules for PPT of ammunition - does it need to be done at a FFL?
2. I have a Ruger p89 that I purchased back in the 90's that came with standard 15 round magazines and there are no aftermarket 10 round magazines available. Am I able to sell the gun with the magazines or do they need to be blocked?

Those only fit SN 304-70000 & above. Mine is an earlier model

the magazines will have to be blocked somehow or not transferred with the gun. unless the purchaser is LEO or otherwise eligible.

I think that's only the factory ones, the MecGar ones say they even work on a p85 which is the early model of the p89, these say it's for all serial number ranges

I would figure out how to block the mags to the FFL satisfaction for transfer or just keep them out of the transfer. you are trying to sell the gun and it doesnt really make sense to "invest" in new mags if you are selling it. that or make it the buyers problem. JMO.

you have to block them permanently with epoxy or rivets, thats going to be more annoying than a 25 dollar mag, in my opinion. Also it just feels wrong to do that...

Again JMO. Would lean towards make it the buyers problem option

Agreed would try not to destroy legacy mags

IANAL but if you want to include the magazines without blocking them, keep the springs and include the incomplete parts kits.

I just remember the FFL wanted it because for some reason the guy I sold a Glock to took the magazines out of the case. I looked around and can't find an actual requirement so it may not be a thing. But with the state of FFLs and them not wanting to do PPTs, making it easier for them is generally better

I'd explain to the FFL that mag doesn't go with the gun but if he needs it to do the Safe Handling Demo, he should do it now.
