Maybe I’m missing something

Like any other bill, SB704 has multiple subsections. All bills signed in the 2025-2026 legislative session will go into effect January 1, 2026 unless specified otherwise. In this case, § 33700 (a)(1) requires face-to-face transfer with no specified start date (i.e. it's 1/1/2026).

33700. (a) (1) A firearm barrel, as defined in Section 16525, shall not be sold or transferred unless that transaction is completed in person by a firearms dealer licensed pursuant to Sections 26700 to 26915, inclusive.

Subsection § 33700 (a)(2) is worded identically, except it also specifies a DOJ eligibility check is required starting 7/1/2027 - so that the DOJ has time to implement a new system.

(2) Commencing July 1, 2027, a firearm barrel, as defined in Section 16525, shall not be sold or transferred unless that transaction is completed in person by a firearms dealer licensed pursuant to Sections 26700 to 26915, inclusive, and the licensed firearms dealer has conducted an eligibility check to determine if that the person is authorized to purchase a firearm barrel under subdivision (b) in a manner prescribed by the Department of Justice.

Will you be able to buy a barrel online on 1/1/26 and have it shipped to your door? Or on the classifieds here? Maybe, if sellers don't know CA law. But the legal liability is mostly on the seller, punishable by a misdemeanor, fines, and possible jail time. But the state could likely charge you as a buyer as well.

IMO, a lot of these laws will be struck down in one way or another when they find them unenforceable. Most of the language added this year was all to add more charges to people caught with ghost guns. They're going hard after ghost guns by throwing everything at the wall and seeing what sticks.

What I'm trying to sort out is whether this restriction applies to barrels for/on Antiques. There is an exception for barrels attached/affixed to a firearm, but Antiques are not considered to be "firearms". The definition of "barrel" in the bill text doesn't seem to make any exception for whether it is a muzzleloader barrel or for the age of the part. So would an Antique with a barrel need to be transferred through a Dealer? Would a muzzleloader barrel all by itself need to be transferred through a dealer?

Maybe they’ll be struck down, but even then, it’ll be 20+ years and there’s no guarantee. Every day brings me closer to leaving this place, I can’t wait, 1 more year…

Recently registered here and this is my first post. Silly question, but I have some parts (slides for SIG’s and SW’s) I’d like to sell. If I’m reading correctly, I can sell them face to face without going through an FFL, as long as I verify the buyer is of age. Correct?

Anyway I’m glad I found this site as the other one is almost impossible to load up most of the time. I just have to figure out how to use it. Cheers.

People need to test out ar15discounts and Primary Arms CA identity systems. Gunbroker has been running something with the same general software specs for 20 years now?

Either way as long as retailers know not to externally publish the CADL image like a weed delivery service, the workaround has been a solved problem for a long time. Those retailers that can implement and use basic document checking automation will have be able to serve the CA market more efficiently until they need to implement the 2027 changes. Those are a solved problem too, Google just iterated their APIs yesterday.
