Open Upper listing removed

Good afternoon , just wanted to clarify some stuff I got my listing removed 2x due to it being a ffl transfer item even tho it was just a upper… I went to turners and sportsmans to ask about this rule and they said they don’t do transfers on upper because there is no law on upper ppt and nor does any other store because there is no law like this. Just wondering why is it enforced on this website when the stores wouldn’t do it. And sorry if I’m wrong just need some clarification. Thank you.

Brotha... Just list it in the correct place and check the box that says FFL transfer only. The rest will work itself out

There absolutely IS such a law as of January 1st, 2026.

Per SB704 anything with a barrel must be transferred via FFL.

The operative language is in Penal Code § 33700(a), created by SB 704:

"(1) A firearm barrel, as defined in Section 16525, shall not be sold or transferred unless that transaction is completed in person by a firearms dealer licensed pursuant to Sections 26700 to 26915, inclusive."

Beginning July 1, 2027, the law adds an eligibility check:

"(2) Commencing July 1, 2027, a firearm barrel... shall not be sold or transferred unless that transaction is completed in person by a firearms dealer... and the licensed firearms dealer has conducted an eligibility check..."

The statute also defines what counts as a "firearm barrel":

"'Firearm barrel' means the tube, usually metal and cylindrical, through which a projectile or shot charge is fired... [and] includes any forging, casting, printing, extrusion, machined body, or similar article that has reached a stage in manufacture where it may readily be completed... into a firearm barrel."

The California DOJ's summary states:

"Prohibits the sale or transfer of a firearm barrel... unless the transaction is completed in person by a licensed firearms dealer, except as specified." It also notes that beginning July 1, 2027, dealers must perform an eligibility check and electronically report the transaction.

Right now there is no background check, just signing an acknowledgement form, showing ID, 21+

I'm not as surprised as much about Turners and Sportsmans because it requires record keeping, but an FFL should know this.
