Any recommendations for a gun store with affordable PPT fee in LA county and around area?

There's really no excuse for an FFL01 not knowing how to handle the FFL03+COE exception for the 3-in-30 rule.
It's a checkbox/dropdown with description right on the DROS form. All they need to do is read what's already in front of them.

Same FFL03+COE also gives you an exemption to the 10 day waiting period, even from a dealer, when purchasing a firearm that is C&R eligible.

I have had an FFL01 (one of the employees) say they couldn't release my 4 firearms to me after the 10 day period because "that's not a thing".
Another employee had to keep telling them it was for a couple minutes.
It even said it right on the DROS like above.
Yeah had to argue that and they called cadoj to verify, they finally conceded, but still wouldn't budge on 2 separate background checks per firearm (2). Haha 💩s funny

That's actual garbage.
DROS can have as many firearms as you want on it. You only need to pay 1 time the ~$37.
That dealer is a certified idiot and just wasting your money. Can't even pretend it's a new rule/change either. It has been that way for basically ever.

I agree, had documents printed and everything to show proof, but I didn't want to fight that, was already exhausted dealing with the ffl03 + coe exemption, wish this stuff was easier.

Yesterday (Saturday) I bought 2 used guns from the same private seller and did a 2 gun PPT on the same DROS at 2A Zone Upland. They charged me the following below.

DROS Fee: $37.19
2 x PPT fee ($10 each gun): $20
Disposition Fee for 2 guns: $60 <-------- This fee totally threw me off!
3% Credit Card Fee: $3.52

Grand total I paid was $120.71

I was expecting to pay the DROS fee of $37.19 and the PPT fee of $20 for the 2 guns for a total of $57.19. I had to pay the extra $3.52 (3%) credit card fee as I only had $70 cash on me and didn't have enough to cover the $117.19 total fees. I was totally shocked when they charged me the additional $60 "Disposition Fee". 2A Zone Upland staff told me that the Disposition Fee is "Paperwork" fees and they normally charge it. I have never heard or experienced an FFL charge this kind of fees before and don't even know that it is even legal to charge this. I did a similar 2 guns PPT a few months at GunsLA in Burbank and they only charged me $57.19 total. I was very tempted to go to another FFL, but I was pressed for time and needed to go back to Santa Clarita where I live. The drive to Upland 2A Zone was close to 1.5 hours each way for me and of course I have to do it 2 more times when I pick-up the guns after the 10 day waiting period. BTW, the 2A Zone staff who took care of us told me all the fees right after both the seller and I had already completed all the DROS paperwork/fingerprinting etc. and not before we started. I know PPTs are a time consuming, non money making, inconvenience for the FFL, but this is a necessary legal part required of their business to do.

I think I got price gouged, what do you think? It felt I was paying a 2A Zone sin tax. One positive thing to mention is that the staff there are nice and polite.

Word to the wise, I would call before you go to any 2A Zone stores or any FFL stores for that matter to find out what they exactly charge and not get sticker shocked like the way I did beforehand.
I've done numerous firearm transfers through 2AZone in Upland and they have always been great to deal with. When doing PPTs, they have only ever charged me $47.19 (37.19 for DROS and 10 for their fee, exactly what it should be.) When ordering firearms online and having them shipped to the store, they have always charged $60/each for the transfers plus $37.19 for DROS. (I maybe even got a slight discount when transferring more than one at a time, but I don't know if I should advertise that). Way less than the 100-150/each I got quoted by other stores nearby. But if there was $60 charged for a PPT, that is very strange. I actually just did another PPT this past Saturday and was charged $47.19. I would reach out to them or just talk to them when you go to pick up your guns and clarify what actually happened. 2AZone is good people.
 
Hi guys!

Im looking for a gun store with low processing fee to do a PPT around LA and San Fernando Valley. All the FFL’s near my zipcode recently charge for like $120-150 and thats ridiculous. The real fee isnt cost that much if you do some research. I know a store in Garden Grove which will do for $45 but its quite a distance for me to drive nearly 1h30mins.

There is another thread on this forum about the $60 fee. 2AZone will probably chime in sometime soon, but there is a boatload of work they have to do on multiple firearms and they charge for it. Someone else had it accidentally charged on a single firearm PPT and they reversed the charge. They have always been awesome to work with. I would reach out to them.

Really? What work is that other than filling out the DROS?
 
ATF Form 3310.4 (Report of Multiple Sale or Other Disposition of Pistols and Revolvers)

It's just at the same time as the transaction:
- filling out a 1 page PDF
- email copy to ATF
- (multiple handguns only) email copy to CLEO
- Print copy and staple it to the existing form 4473 they're required to keep already

That's about 5 minutes worth of work.
Which still doesn't mean they can charge another $60 on top for a PPT.
The CA Penal Code is very explicit: "The dealer may not charge any additional fees."

UPDATE: Both Brett (owner) & Aubri (Upland manager) reached out to me yesterday July 27 which I greatly appreciated. In short, they refunded me the $60 Disposition fee and the 3% credit card fee. Apparently they charge the $60 Disposition fee which is the paperwork fee to do both ATF & Upland PD when someone transfers 2 pistols or 2 rifles (semi-auto centerfire). This is their policy, so if you're doing 2 pistols or 2 rifle semi-auto centerfire on the same DROS / PPT expect to see the $60 fee added to the normal state regulated fees. I will still continue to patronize 2nd Amendment (2A Zone) due their apologies and professionalism in handling this matter. I however, will not be doing 2 guns (semi-auto centerfire) on the same transaction PPTs there in the future.

What the hell is a disposition fee? These ffl’s are getting crazy
 
Just to chime in, we are an FFL 02 and have handled many transactions from LEO excise tax exempt sales with proper paperwork for the state franchise taxboard, to FFL 03 + COE same day releases. We had some customers complain about our local competitor that is a big name FFL 01 (which i won't name) for not processing DROS's correctly. Check us out when you are in the area.

Their policy does not trump CA Penal Code. That's not how the laws work.

There is no upstream fee from ATF/CLEO to submit an additional 1 page form electronically for multi-firearm transactions.
They just need to email it and keep 1 printed copy stapled to the firearm transaction paperwork they're already legally required to retain.

I have done several multi-firearm transactions at different FFLs and not once has there ever been a "disposition fee".
Only DROS + $10/firearm, that's it.

+1 for traderarmory- they helped me out when addax screwed me out of a ppt that I had an appt for during the plandemic. Addax refused to honor the appt when I showed up and said we didn’t know the appt was for a ppt. Total BS

Also the competitor is Turners in Reseda and they are terrible. I stopped buying from them 10+ years ago.

Tradersarmory was good to me the 3 times I had to do an ppt.

As a side note, for firearm purchases, we only charge $37.19 on the DROS for the first gun and any additional firearm is an additional $10. Even for firearm transfers from out of state, we still only charge $37.19 for DROS on the first gun.
 
I used Red Rifle in Carson a few months ago for a PPT and paid their $25 storage fee without complaint because I understand stores don’t make much on PPTs.

When I returned for another PPT involving a C&R firearm, I presented my FFL-03 and COE, so there was no 10-day wait and no storage involved. I was still charged the $25 “storage fee.” When I questioned it, I was simply told they don’t make money on PPTs, so they charge it anyway.

I understand wanting to offset the cost of PPTs, but calling it a storage fee when nothing is being stored is misleading.
