Ca 3 in 30 new rule, FFL03/COE Exemption

I think a number of the readers have their FFL03/COE. With the new 3 in 30 firearm purchase limit, there is language that exempts FFL03 holders from this limitation (same as when 1 in 30 was in effect).
As a suggestion, it would be helpful to have a list of stores that honor the exemption for either a new sale or PPT. I can start as I was just informed today that Poway range (PWG) does not honor that exemption. Thoughts and feedback appreciated.
 
They did not select the Collector 03/FFL on the 4th sale and it was rejected. When they put it through with that selection as instructed, it went through fine. I am going back myself today because my fourth sale was rejected (I forgot it was my fourth and didn't provide my paperwork). I will verify this.
Gotcha, so they didn't select the exemption.
A reminder to all COE/03 people to always take your docs when DROSing and to make sure the dealer is selecting collectly.
Since dealers did not have to touch this feild since 1 in 30 went away some just zip past it.

How can you run a C&R exemption for a modern firearm doesn't make sense to me.
C&R can be used as an exemption for various things. It can be used as an exemption from the 10 day waiting period ONLY on C&R eligible firearms, but it can exempt you from the 3 in 30 (and previously the 1 in 30) on any firearm transaction. There are 2 separate drop down menus on DROS, one for a 10 day exemption, one for the 30 day. It's literally just a matter of the dealer choosing the C&R + COE option from the drop down menu and entering the purchasers COE number in a box that pops up. Like I said, it is an incredibly simple and easy process that is quite literally no extra work for the gun store, so any that refuse to honor it don't deserve your business. It's just plain anti gun of them.

I was the manager at a gun store for over 3 years. I have both run these transactions and been the customer. It really is that simple and easy. The DOJ even has a bulletin with clear wording in case an FFL is unsure (see post #2 in this thread). Customer needs to bring in a copy of their C&R and their COE, the dealer needs to make copies of these to keep with the DROS paperwork. While there are many complicated/convoluted rules here, this ain't one of them, it's pretty clear.

On June 20, a Ninth Circuit Court of Appeals panel invalidated a California law that limits most members of the general public to acquiring one firearm in any 30-day period. The Court found that the law “meaningfully constrains the right to purchase and possess firearms” and is not comparable to historical restrictions on gun acquisition.

The Court clearly said that such law constraints the right to purchase and possess firearms, it didn't argued with 1 or 3 or 3 in 30 days.

Do we have any safeguards against lawmakers of clearly anti-constitutional laws, except elections?
 
Does anyone know if Discount Gun Mart (San Diego on Moreno) recognize the FFL03 exemption? I recall they did honor it during the 1 in 30 time.
I go to the Santee one and they've taken care of me just fine using my C&R. Sometimes you may get one of the newer guys who isn't familiar with the process, but they can grab one of the more experienced ones and they'll get you taken care of.
