It starts with young people's mindset and their core values and beliefs. My local state Assembly person is a young woman who invites her constituents to contribute ideas for creating new laws! 2 - State DOJ CCW process like damn near every state does, have pricing capped at $200 for 3 year permit, $100 renewal, no need to list weapons, only modifications would be address change like drivers license.

Just my opinion but I believe in California laws exist for basically two reasons.

#1 keep law abiding citizens from being able to purchase new firearms by making it up obscenely difficult and expensive

#2 write the laws in such an ambiguous manner that even law abiding citizens who legally own firearms are turned into felons In the event that they want to nail you for something, they'll get you on a law that you can sit 20 ffls in a room to discuss and you'll have a myriad of varying opinions just because there are so many damn gray areas and ambiguity in their wording

So basically remove all discretionary hurdles, waiting periods, and subjective character tests from CCW permitting to make it a purely administrative process?

There really is no purpose currently served by a Concealed Weapons Permit.

Thirty years ago, the permit process made some degree of sense. Back then, the records checks required to determine if a person met the requirements for concealed carry were cumbersome, and the permit criteria was vague and discretionary.

Today, the records checks required to determine if a person meets the statutory requirements for CCW can be done nearly instantaneously, and can be completed by any properly equipped LEO in the field. The criteria for issuance of CCW's have been made much more objective with the result that the issued CCW permit doesn't really serve any more purpose.

We could reach the same end result with a clear statutory definition of what criteria must be satisfied to carry CCW, and then permit folks to CCW who are compliant with the requirements. The current CCW permit doesn't really serve any purpose until one has contact with a LEO while armed. Under the historical model, the nice LEO views the permit to determine that the subject meets requirements, but today they can also reach that determination with a simple records inquiry. If the selected criteria were to include a training or qualification requirement (like the current LEOSA requirements), we can determine if those have been meet by carrying documentation of completion.

Laws should be kept simple. We really no longer need the government issued permit.

When I lived out of state and had a CCW that basically what it was, even the county I moved back to in CA was that was pre Bruen. I’m glad Bruen went the way it did overall but the states response to it messed with counties who had a good thing going.

A lot of states with constitutional carry still offer CCWs for a lot of reasons IE: reciprocity in other states that aren’t constitutional carry, no need for background check at FFL *can’t remember how they do that but it depends on the state. As well some people believe if they were to get in a self defense situation it would look better to a jury that they had a CCW cause it shows some level of competency and professionalism to the layman

How about a law that says something to the effect that “As of xxx date, all current CA gun laws are null and void. As of xxx date, CA gun laws are the ones that exist in the state of Wyoming currently and any other moving forward created in Wyoming.”
