Can an SSE lower ever become a rifle lower?

Does anyone know if an SSE lower receiver can permanently become a rifle or is it stuck being single shot pistol lower forever? Confused cause federal says AR pistols can become rifles?

I think once you've changed a pistol to rifle, it can't go back. At least that's what I remember from that Reno video.

If the receiver is born as a pistol it can become a rifle, but not the other way around. Also, as I understand it, in CA this is a one-way change, no going back to pistol after building it into a rifle.

Believe federally can go pistol to rifle back to pistol.

Ca pistol to rifle is ok but laws prevent it from going back to pistol

Technically California doesn’t want it to go back to a pistol legally, however it’s registered as a pistol; if you change back to a pistol, that will match their records, so I’m not sure what the problem is.
