CFARS Question: California Resident registering out-of-state firearm

Seeking a bit of CFARS assistance:

I have a relative that has been a resident of CA for over 30 years now. Prior to moving to CA, he was a resident of WA state where he acquired a S&W Revolver Model 13-2 from a FFL.

The firearm is still located out of state, but he's looking to get it registered in CA so he can transport it back.

Since I'm not the most knowledgeable on CFARs - would he sign up (for CFARS) and report it under CRIS > Firearms Ownership Report?

I assume it's not "New Resident Report of Firearm Ownership" because he did not "recently" relocate to the state, and it' doesn't qualify as a Curio or Relic (yet).

Am I leading him in the right direction or is there a better form to fill out?
 
Correct, it is the Firearm Ownership Report. Currently taking about 2 weeks to process and another 2 weeks for the letter to arrive.

That timeline isn't bad.. I've had buddies in the past say it took 1 year to get a response; granted they were registering firearms from other states that don't require FFLs for PPTs...

Back in 2022 it was taking 8 months or longer, so a lot of people were doing pawn-returns to get them registered instead.
