CMP no longer shipping to FFL03/COE holders

Some minor clarifications:
State “vetting” is not the issue. State law prohibits the non-Face-to-Face sale of ammunition. But provides an exemption for Internet sales to holders of a current FFL-03 license and a Certificate of Eligibility. Vendors don’t care about vetting; they care about not being sued by the state for illegal sales into the state.

The 3-in-30 restriction is already in place.
COE Costs:
DOJ Fee: $71
Livescan Fee: $25 - $50
Good for one year; Renewal for $22 without a need for further Livescan

FFL-03 Fee:
Federal Fee: $30
No Livescan/fingerprints required.
Good for 3 years; Renewal for $30.

My question is how do some vendors get away with skirting these laws for years? "they care about not being sued by the state for illegal sales into the state." Not going to name them but I know of at least 2 that will ship to CA and they just don't care.

Enforcement is difficult to impossible. CA relies on the shippers self regulating. There are sellers who don't give a /don't know and realistically CA can't do anything.

No it's not as common as AR, AK, CZ, CZC, CGW, RMR, FFL, DROS, C&R, RMSc, DPP (new one for me), etc. If it were prevalent as you say I'd have run across it before now.

That's a partial list of initialisms.

The Civilian Marksmanship Program is not something every shooter would encounter or need to know compared to actual common terms.

All else besides the point, The CMP is a very well-known and well-respected organization and a well-known source for military surplus rifles and ammunition which, until recently, could be shipped directly to your home in California. I, as well as MANY other folks, have bought dozens upon dozens of firearms from them over the years. I recently received 5 in fact.

Your ignorance about the existence of it has zero bearing on how well known it is outside of your survey sample of one.

That explains it. Thought you were a collector, cant keep track of what people post. But yeah the CMP is well known among milsurp collectors.

Apparently not, as I just encountered the term "CMP" well after I got my FFL03/COE and after years of reading about guns and related topics.

You can disagree all you like but it doesn't apply to my actual experience, and apparently I'm not alone in this.

Granted, I never delved into buying C&R guns.

I never said that CMP was unknown to others. I was only questioning if I should know what it means, which I didn't until very recently.

However, one could prove that the incidence of the word "CMP" is far lower on this site compared to actually-common terms such as FFL, DROS, or PPT. These tools exist. You should understand this...if you're honest.

You must have seen others writing that they also hadn't yet encountered the term even with years or decades in the gun world. If you're not honest enough to admit it then it's good that others have seen it.

Yep! I currently have no interest in C&R guns, but I love having ammo shipped to my door without excise tax.

The 3 in 30 exemption is nice too.

Good breakdown. I was trying to oversimplify it but this is a great breakdown on the technical side of everything. .

I think it's much like the use tax where the fear of getting caught or reported is supposed to will you into compliance but some are willing to take that risk.
