Well, to be fair, Kimber already has sent invenvory to stores. We just need the greenlight. Most of the others that have been approved recently are likely not even in production yet.

More likely they are just slow as F- and the other guns were submitted before the 2k11s. At some point this could become a lawsuit though, the amount of review that DOJ actually does is likely very minimal, they don't do the testing they just review the results.

Maybe not, LA county sped up their CCW processing due to the lawsuit. In government, the squeaky wheel gets the grease. If it's just a matter of processing these things faster that's perfectly within reach it's not a fundamental change to the law or anything
