Excess Gun Locks

Stop buying them.
Every time you do a PPT or buy a gun that requires you to buy a separate lock, go return the separate lock right after you pickup.
As for the rest of them, donate them to a local store on the requirement that they institute a $1 buy a lock/return a lock bin where they will sell a lock for $1 and give you a reciept and then you can return the lock for a $1 refund after pickup.
Why would a store have a $1 lock section? Just have a lock trade in section. You donate a lock to the box, then the gun shop takes a different make and model lock and makes sure it comes with your firearm. Easy.

Not a section.
It's a bucket on the counter.
