They don’t allow it when I showed up in person; even though the person over the phone told me yes. I showed my credentials during a ppt. The employee helping us told me that it’s only for curio and relics; even after checking with management. So, they don’t honor it; at least not when I visited. I guess maybe someone should show them the printout that shows those credentials allows the 3 in 30 exemption. I didn’t have it printed out. I expected them to know; being a not new ffl store. Or maybe someone should email management to clarify.

Not the question you asked but The Gun Range in North Highlands took mine no problem a couple weeks ago.

ATF wouldn't even regulate state law would they? Sac gun range sucks and everything there is full price anyway. "The" Gun Range is a lot better

I think even Turners will honor the 03FFL exemption for the 3 in 30 rule.

Exemptions are only for Curlio & Relic eligible firearms

Yeah, I’ve heard the rule interpreted both ways. I thought the exception was just for purchasing “collector items” but I’ve been told the exception is for the collector, not for the items. So I just tend to accept whatever that particular FFL believes

The exemption is for curio and relics but in California it also exempts you from the 3 in 30 rule for all firearms. Also you get the benefit of mail order ammo.

There is drop down menu in Dros Entry System, and under 30 day restriction exemption, there is an option that says, 'Collector - 03 FFl - Valid COE'. Ive always been under the assumption that it exempts non C&R transactions as well.

That’s what was told too. I dont think sac gun range wants to process it that way which is fine with me but don’t lie to me saying the atf won’t allow it. They said that if atf audited them and found out they would be fined over $3,000.00. Idk

FFL03 + COE absolutely exempts from the 3-in-30 rule for C&R and modern firearms in CA. I know from personal experience, but you have to confirm the FFL has used the drop down in the process. I ask before we start the DROS, and when I get the paperwork to sign, I can see it has been added. One time, I confirmed they would do it, and when I went to sign, he forgot to add the exemption. He had to start the DROS all over.

I have used a number of different FFL's, and some just do not feel like doing it or they don't understand how to do it. Or, they make a blanket policy, maybe like Sacramento Gun Range, if that is why they don't apply it. Not attacking FFL's, but I have been told by an FFL they won't do the 3-in-30 exemption. They have the right to choose which business they accept, and we have the right to choose where we do business. No hard feelings.
