That's the crux of the matter. I don't think your idea of NorCal is "objective" fact. I would be happy to grant your point with some solid evidence. I'm just going by perception, as someone who has lived in both Northern and Southern California. In Santa Clara, we generally referred to it as NorCal. That doesn't mean there arent' areas farther north. Silicon Valley is famous. L.A. is famous. They are not near each other or they're about 4 hours drivetime apart, longer depending on the route.
Granted, it's fair to make an argument about geography, but what is your standard? In what universe would Santa Clara be anything *but* NorCal?
