Could someone explain the purpose of this form? This is separate from the 60 days new resident reporting apparently.

Apparently some on the forum have reported guns this way long after the 60 days. But if importing guns here without a FFL is illegal, how are people able to report this way and get the gun in their name but with no negative consequences?

What's to stop someone from buying out of state, then reporting ownership with this form? Seems like it does happen.
