In state you can transfer without FFL. Across state lines you have to use FFL

And there is where some grey area exists.

I know of intrafamilial transfers where the parent/child brought the guns into CA and gifted them to their CA resident child/parent while in CA. This means the transfer occurred in CA and thus satisfied the transfer form requirements.

Now I cannot speak to the legality of non-residents bringing their personal off roster firearms into/out of CA while visiting, and gifting some and returning with the rest, but that's what happened in the cases I know of.

Don’t be part of the problem. Don’t purchase any Glock at an inflated price. Let the prices continue to decrease.

The way to decrease the price is to bring more Gen 6's into CA. The more people buy, the lower the price goes. After the people that pay $1600 dry up then comes the people that pay $1500. It keeps going down until it's not worth the trouble of bringing them in. I think it will level off around $1400 because that was about what a gen 5 went for before the release of gen 6.

Yes, you are 100% correct, the intrafamilial transfer wouldn't require an FFL

I was unclear in what I meant by the grey area. I meant bringing the off-roster gun across state lines into CA to transfer is a potential issue/grey area.
