Does anyone know if it is legal to covert an HK MR762 from 16" to 13" using an HK conversion kit? If so, has anyone done it?
 
Yes, you convert it by selling it & using the money to buy a pistol version of the mr762.

I was thinking SBR. I Didn't think about a muzzle device. What type of muzzle device could I put on there to keep it 16"?

Yes if only pistol versions were reasonably priced. I csn get a 13" upper for close to 1/2 the cost plus I was thinking i can go back and forth between the 13" and 16"

If the gun came with a 16" barrel and a stock, it's a rifle in CA.
Rifles can not have barrels shorter than 16".
You could get a 13" barrel and have a 3-5/8"+ long muzzle device perm attached and then the barrel will be over 16" long with the perm attached muzzle device which is legal.
If you live in a class 3 friendly state (CA is NOT one of these), you can SBR the lower and then you can install a 13" barrel without the need to perm attach to get the barrel over 16" long.
