Technically it’s not attached (fixed) to the pistol, so it’s not apart of the pistol. You are actually griping an additional piece of plastic in a particular shape, and the gun rests in front of said plastic.

Not a brace. It's a "stabilizer" because it doesn't attach to the gun, it's held in place by hand pressure. I believe it is legal as long as you don't apply tape or anything that would be considered an attachment, then you have an SBR.
