How does the Glock Ban effect online purchases?

It seems that the dealers can no longer take "semiautomatic machinegun-convertible pistols" into inventory after January 1st except under specific legislated exemptions.
This would seem to include out-of-state transfers as all out-of-state transfers go into dealer inventory when they arrive at an FFL exactly the same as if the FFL had ordered the guns for their shop to sell.
The law gives the dealers 6 months to sell off any inventory that they obtained before January 1st.
The July 1 deadline is when they can no longer sell/transfer them out of inventory.
After July 1, they can only transfer guns that are brought-in as a PPT or if the guns are brought/sent-in for a court-ordered disposals (safe holding) or brought/sent-in for intra-family transfers

So it seems that the only way dealers can transfer them after January 1st is if the guns were already in dealer inventory before January 1st or if the guns are brought-in as a PPT or if the guns are brought/sent-in for a court-ordered disposals (safe holding) or brought/sent-in for intra-family transfers.

The Penal Code makes no mention of "take...into inventory". It says,
27595. (a) Except as provided in subdivision (c), commencing on July1, 2026, a firearms dealer licensed pursuant to Sections 26700 to 26920,shall not sell, offer for sale, exchange, give, transfer, or deliver any semiautomatic machinegun-convertible pistol, as defined in Section 16885

You do mention the exceptions,
(c) This section shall not apply to any of the following:
(1) A machinegun-convertible pistol delivered to a firearms dealer prior to January 1, 2026.
(2) The sale of a machinegun-convertible pistol to any of the following entities for lawful use in the discharge of their official duties:(A) A police department, sheriff’s office, probation department, marshal’s office, district attorney’s office, the California Highway Patrol, the Department of Justice, the Department of Corrections and Rehabilitation.(B) Any state agency listed in paragraph (6) or paragraph (7) of subdivision (b) of Section 32000.(C) The military or naval forces of this state or of the United States.
(3) A private party to private party transaction conducted through a licensed firearms dealer pursuant to Chapter 5 (commencing with Section28050).
(4) A transfer of a machinegun-convertible pistol to a gunsmith or other qualified entity for service or repair.
(5) The sale or transfer of a machinegun-convertible pistol to a firearms dealer licensed pursuant to Sections 26700 to 26920, inclusive, or to federally licensed firearms manufacturers or dealers outside California.
(6) A transfer of a machinegun-convertible pistol back to a private party after temporary safekeeping storage pursuant to Section 26892.
(7) A transfer of a machinegun-convertible pistol back to a private party after a period of temporary prohibition pursuant to Section 29830.
(8) A transfer of a machinegun-convertible pistol to any forensic laboratory or forensic laboratory employee, while on duty and acting within the scope and course of employment.
(9) The sale of a machinegun-convertible pistol to an individual who is an active peace officer described in Section 830.1 or a reserve peace officer described in Section 830.6 who is employed or appointed by a law enforcement agency described in Section 830.1 and is authorized to carry a firearm on duty.

What that tells me is anything delivered to a dealer before Thursday can still be sold even after 7/1/26. With the only (and very likely) issue being they will not be on the roster after Wednesday if the manufacturer's do not want to waste their money putting them on the roster again. So you better start DROS before Thursday to be safe. I better go put my used Glock 27 on my social media for sale.

OP was asking about the January 1st deadline parts of the law, not the July 1st parts.

This seems to create an issue with non-exempt transfers of machinegun-convertible pistols that are delivered to a firearms dealer on or after January 1st.

Key Deadlines for Retail Sales

  • Inventory acquired BEFORE Jan 1, 2026: Can be sold to the general public indefinitely, as it is exempt from the § 27595 sales prohibition.
  • Inventory acquired AFTER Jan 1, 2026: May be sold only until June 30, 2026. Starting July 1, 2026, dealers are prohibited from selling or delivering any "new" inventory (items received on or after January 1) to the general public.
  • After July 1, 2026: The only Glocks a dealer can legally sell to a non-exempt civilian are those that have been sitting in their stock since before 2026 or those transferred through a Private Party Transfer (PPT)
