I need to sell an AR upper thru PPT. Best FFL to go for this in Bay Area?

@ManzanoMunitions and @E2'sGunVault are both FFLs that I trust to know how things are done and doing everything professionally and being on top of the rules and regulations. Have you called them to see if they have a process in place?

And let the community know if you found out about the process that seems to be a bit mysterious to some here still.
 
Im not sure why my comment was deleted. There is no legal reason to go to an FFL to PPT an upper. Uppers can be shipped to your house from any online retailer thusly there is no reason you have to go to an FFL to sell one to a private seller.

Maybe it is a upper assembly with a barrel. My guess.

The law changed January 1, 2026. PC 33700 now requires the sale or transfer of a firearm barrel to be completed in person by a licensed firearms dealer. This includes barrels sold by online retailers to California residents.

Mods going off on us for not knowing a new and obscure law that even dealers don’t know about is pretty ridiculous. This is the first I’ve ever heard of this law.

That I incorrect. When was the last time you purchased an upper and had sent directly to your home? As of 2026 barrel purchases go through FFL. If you don’t agree. Look it up and prove us wrong instead of potentially doing EXACTLY what the moderators are saying not to do.
That’s crazy. Another law we need repealed

We actually had it on the site for about six months after the law came in. to notify people, just because you’re not aware of it doesn’t mean that we can’t follow it. That’s part of the reason why we make people acknowledge it.

We’re also not going off. It’s just this is one of those areas where if the site get scanned by agents and becomes known for advocating certain things, then it becomes a problem. It’s just a preventative measure, like you can do and say whatever you want. but if it comes to process, we have to default to the proper way that we know of because it’s still very confusing. we’re just trying to do best effort to inform people
 
Had to have adult signature for delivery of an optic mount plate. Yea this stuff is absurd.

However when it comes to the purchase of barrels. I am not entirely opposed because this law is in place to combat 3D printing of ghost guns.
 
Just to give you an idea, we’ve seen a 3X increase in traffic just this week. Fortunately, we’ve been preparing, but I have to investigate what the f is happening.

I mean…the statute has been pointed out multiple times in this thread, along with the fact that it has nothing to do with a PPT. Any transfer of a barrel in California has to be done through an FFL. A complete upper cannot legally be shipped directly to your house. Any retailer doing so is violating PC 33700.

An upper by itself can be shipped. but if it includes a barrel has to go to FFL. This is ultimately why we made that acknowledgment and then point to it


Enforcement is something else, but we at least want people to know what the current state is.

Edit: I looked back and realized I missed "barrel", I did not know a barrel has to go through a FFL. Good to know, thanks for the info.

100% tracking on that. But I mean like messages saying “final warning” as if it was some malicious thing. I personally didn’t know about this barrel transfer deal

Yes. That’s a separate statute that regulates various parts and accessories.

The barrel statute, PC 33700, applies to barrels only, and requires any transfer in CA to go through an FFL. This includes a barrel purchased online that is shipped into CA.

There is no law regulating the physical purchase of a barrel out of state that you personally import into CA, but if it’s shipped in, legally it has to go through an FFL.

I am fairly new here, so my observation is not as detailed as yours. I have noticed how much faster the threads are moving for certain. Meaning, if I go to the "forums" button and look for the thread I just posted in 20mins ago, it is already moving to the bottom. It appears as thought the posts and threads that are pushing the ones I am looking for are legit. Just a newbie observation.

That’s different again. If you go through GAFS they may or may not send barrels/full upper, because they’re individuals, but if they’re a business, they’ll have the ID rule.

For barrels, if it’s an individual seller, you still have to go through ffl via GAFS . Technically, they’re supposed to send it in, but they may not know the law, so they might just send it directly to you for other parts, if it’s GAFS it depends on how aware the seller is there selling into CA

If you’re genuinely curious, this comment will come up and scanned by an agent, and if some three letter alphabet agency asks about moderation and what we do, this context gets built out profile made for the site. Some of you may remember fieldcraft when they talked about things and got tagged. AI will do it automatically if you think flock is bad the Internet at large is actively being scanned. I pay a lot of attention to how this forum is seen by different agents.

As an example, go to Google and ask how CA guns is moderated
