He can send the upper, the lower however should be taken to a ffl and transferred properly.

Barrels are now supposed to go through an FFL.

Have him install a compmag or some other current California mag locking device and send the whole thing to an FFL that you've arranged with. They will let you know what else to send (gift letter, parent ID, etc...).
Make sure to coordinate with the FFL beforehand and find out what all they want to have included with the firearm. Ask 10 different ffls and you'll get 10 different answers, look a few threads over for example.

He writes a letter saying it's a gift, saying what his relationship is to you. FFL will ultimately determine what the letter needs to say
