The question is to be asked of the seller, who is likely to not know PC32000 from a giant hole in the ground. and be unable to figure out the answer unless helped by the FFL, who also probably won't know the difference....
After disecting PC32000, it clearly is meant to apply to the "government adjacent" employees that were granted access to buy/posess/own (?) "unsafe handguns", but are prohibited from transferring them to the peons (unlike LEO).
If you google "CA PC32000", (a)(6)(A-V) you'll see the specific people this is meant to apply to.... you'll need to scroll down a bit. IF you're not on the list, the answer to the exemption question should be "no", as you didn't acquire the firearm under that system as a government adjacent employee on that list. Where it gets really confusing is all the exemptions to the exempt list, which includes LEO, but that theoretically would be an exemption to an exemption, so that's a "no", er... maybe?
DOJ site states that PPT's are exempt from being on the roster, but that's apparently an entirely different exemption from those in PC32000 - are you swearing yet?
I think this was likely to try to track persons on the exempt list (A-V) and block them from making a illegal transfer, but since PPTs usually have completed a financial transfer... it might screw a unaware and innocent buyer??? And if an exempt (A-V) person inocently doesn't realize they are prohibited or know PC32000 from a hole in the ground... do they go to jail? Were their 5th amendment rights violated? Does a chicken have lips? Sigh...
