Recently moved to California and looking to register my AR Pistol lowers.
Should they be marked as "Frame Only"?
If yes, I assume they should NOT be marked as "Federally Regulated Firearm Precursor Part".
However, I am unable to submit the form due to "Non-federally regulated firearm precursor parts can no longer be registered using this form. Please review the Statement to Applicant for more information."

Has anyone solved this issue before? Is paper application the only way to go for this?
 
What I have heard from gun stores is if you don’t have dros papers saying those lowers are pistol lowers you can’t Register them as pistols

That doesn't make much sense to me. DROS is a California thing. How are you suppose to have DROS if you got them out of state?
 
Fill out BOF 4010A and submit on https://cfars.doj.ca.gov/ if it does not work try incognito mode. Make sure they are maglocked or fixed mag like a comp mag. You have to build it out with lpk as the site isnt liking stripped lowers.

Thanks. I have already submitted with pictures with built out lower (lpk + compmag) and selected "Frame Only" as no but got response "Please verify your answer to the question "frame only?" If the firearm is NOT fully assembled, it is frame only."

Are you suggestion I reaffirm "frame only" to be no?

Frame only is stripped. If it has an LPK its considered complete.

That’s what I was confused about 3 stores didn’t let me do that they would only register the lowers as rifles
