If one was exempt from the Safe Handgun Roster, would they be able to order a
Zenith ZF-5 pistol, shipped to an FFL in order for the FFL to install a magazine locking device (to ensure the weapon is not an ‘assault weapon’ per Penal Code 30515) and then purchase the modified, mag-locked, ZF-5, with a 10 round capacity from the FFL?

Is it even possible to get this firearm shipped to the FFL so that they could install a mag-lock?

It seems to me that the weapon would be legal for the FFL to sell to the customer, given:

The weapon is NOT:
“A semiautomatic pistol that does not have a fixed magazine but has any one of the following: (A) (B) (C) (D)”

NOR:
“A semiautomatic pistol with a fixed magazine that has the capacity to accept more than 10 rounds.”

AND:
The customer is exempt from the Safe Handgun Roster.

Am I incorrect?

If you’re roster-exempt, then you could have one shipped to a middleman FFL (like @EBR Works ). The middleman would make it CA complaint and ship to your local FFL for transfer to you.

Or, if you’re in SoCal, @2azone sells them as single-shot over the counter. That’s how I got my ZF5k recently.

Thank you for your time.

I see, and that middleman would have to be out of state?

We literally have these in stock, and you can't middleman a pistol to avert the roster without a pile of requirements. For zenith, we are the only company in CA that can legally get you one

Can you get SP5/SP5ks as well?

Ahh, ok, I have not really been paying attention to the new SSE stuff. Got all excited there for a minute :(
The quality of the Zeniths is first-rate. Fit, finish, smoothness of action are all great.

Very impressed and happy with my ZF5-K from 2A Zone!!
