If one was exempt from the Safe Handgun Roster, would they be able to order a
Zenith ZF-5 pistol, shipped to an FFL in order for the FFL to install a magazine locking device (to ensure the weapon is not an ‘assault weapon’ per Penal Code 30515) and then purchase the modified, mag-locked, ZF-5, with a 10 round capacity from the FFL?
Is it even possible to get this firearm shipped to the FFL so that they could install a mag-lock?
It seems to me that the weapon would be legal for the FFL to sell to the customer, given:
The weapon is NOT:
“A semiautomatic pistol that does not have a fixed magazine but has any one of the following: (A) (B) (C) (D)”
NOR:
“A semiautomatic pistol with a fixed magazine that has the capacity to accept more than 10 rounds.”
AND:
The customer is exempt from the Safe Handgun Roster.
Am I incorrect?
