I’ve seen lots of discussion of general intrafamilial transfers of off-roster guns, PPT transfers of frames, and some allusions to the possibility of family transfers of frames, but no direct answer to the question:

Can my father (a TX resident) gift a Cheely 2011 frame to me?

Yes, but you'll need to go through an FFL that is willing to do the inter-familial transfer (shouldn't be too hard)

Yeah can you get me one too 😄 you can get them sse through 2azone but you end up paying like 3x
Yeah, I just paid them $1150 for one. I'd really like to not have to do that again if possible and just rely on the generosity pops. :D

Looking through both of those documents, I don't actually see any specific mention of frames though. Part of why I ask is my FFL said that there isn't even an option in the DROS system for frames in CA. But that doesn't really make sense because I know PPT of frames is allowed and presumably they just DROS as handguns even if they aren't built into a complete pistol?

There's a spot of the form that says "Frame/Reciever", you should just be able to check that. https://oag.ca.gov/system/files/media/bof-4544a.pdf

The FFL is either ignorant or doesn't want to DROS a pistol as frame only

Form BOF-4544A is only used for in-state intrafamilial transfers. Inter-state intrafamilial transfers have to be done through an FFL.

I think you're right. That CRPA doc says:
California law does not expressly prohibit PPTs between residents of different states. That said, DES appears unable to process a PPT when the seller is a non-California resident who lacks a California Driver’s License or ID. To resolve this issue, California licensed firearm dealers can still process the transaction as a “Dealer Handgun Sale” or “Dealer Long Gun Sale.” And in the case of a handgun that is not on DOJ’s rosterof handguns certified for sale, as an “Exempt Handgun Sale.”
And then in the DROS Entry System (DES) Firearms and Ammunition Dealer User Guide section for Exempt Handgun Sale it says:
EXEMPT HANDGUN SALE
...
d. Frame Only – Select Yes or No whether the purchase is for a frame only; if Yesis selected then the firearm caliber, additional caliber, barrel length, or unit ofmeasure will not be available for updating.
Only question is if things have changed since 2020 when both of these docs were written.
