PPT - How Much Can They Charge?

No, it's illegal but I learned there's basically no enforcement. I asked my CADOJ agent friend and he said you could make a complaint but nothing would happen most likely, unless there are a ton of reports.
Sounds about right, I figured I would get the word out to avoid going to shooter’s warehouse in Oakdale, California.
 
As others have mentioned, PPT should be $10 only. Whether it’s enforced or not is harder to say. You could probably try questioning it, maybe they’ll back down once they know you’re aware of the law and not an easy target for their BS. If you already paid it, see if they’ll throw in some ammo?

Regardless, I would avoid doing business with them. It’d be one thing if they rounded up to the nearest dollar after DROS (and with home-based FFLs I like working with, I wouldn’t mind paying an extra $10 or so to keep a positive connection with them), but definitely not $40 more

When I picked up my firearm from them today, he asked if I wanted ammo and I told him you lost my business for charging me extra and then I bit my tongue that way I wouldn’t blow up. All three guys just dead they’re staring at me.

Storage fee only applies AFTER the max holding period or something like that.
I had a storage fee refunded because it was some BS way for them to exploit a DROS and they banned me from their FFL lmao wouldn't go back there anyways
 
I called them the other day to question them about it. The guy said I got lucky usually they charge $100.

lol the audacity. With how anti-gun the state is, I would've expected the DOJ to want to go after FFLs that are such easy targets. Maybe they're the "lucky" ones for not having the DOJ bend them over yet.

I learned from the agent there's only a few inspectors for the entire state. They are also not super clear on their laws. That's how some of the FFL's in deep central CA are getting away with illegally selling off roster to military there. There's no enforcement. FFL's in norcal and socal though can't take the risk.

So them enforcing us being scammed an extra $10-50 doesn't matter to them much I guess
 
With the enormous amount of BS that FFLs deal with, I’d be way more likely to drop an extra $20-40 on the counter to buy their lunch than call the cops on them..

If they were honest about everything. They said they Normally charge $100. I do private transfer to try and save a few dollars in all the taxes already.

That's wild, buying them lunch after they rip you off. Plenty of honest FFLs out there that charge extra fees but are upfront about it. Those are are FFLs that need the community's sipport.

Would you buy your mechanic lunch for charging you $250 for the $50 oil change?
 
While I think that the PPT law should’ve had an inflation rider (maybe following the CPI) - because they are now a clear money loser for the FFL - the law *as written* is pretty clear. It’s $10.

California Penal Code Section 28055

(a) For a sale, loan, or transfer conducted pursuant to this chapter, the purchaser or transferee or person being loaned the firearm may be required by the dealer to pay a fee not to exceed ten dollars ($10) per firearm. (b) For temporary storage of a firearm pursuant to subdivision (f) of Section 28050, the seller, transferor, or person loaning a firearm may be required by the dealer to pay a fee not to exceed ten dollars ($10) per firearm. (c) No other fee may be charged by the dealer for a sale, loan, or transfer of a firearm conducted pursuant to this chapter, except for the applicable fees that may be charged pursuant to Section 23690 and 28300 and Article 3 (commencing with Section 28200) of Chapter 6 and forwarded to the Department of Justice, and the fees set forth in Section 31650. (d) The dealer may not charge any additional fees. (e) Nothing in these provisions shall prevent a dealer from charging a smaller fee.

Pay particular attention to (d): The dealer may not charge any additional fees.

While I hate being *that guy* I’d be tempted to do a chargeback, but I see the OP paid cash.

Next best thing is a negative Yelp review, along with forwarding the receipt to the CADOJ.

Maybe it goes nowhere, but maybe they get some form email or DES message about it and it changes their ways?

I don’t think my mechanic has the legal exposure that my FFL has when it comes to record keeping, video surveillance, storage, etc. But if he does a good job for a good price, I’ll be happy to buy him a beer after work.

If an FFL already charged double the “legal” amount, and it was clear up front, I’ll pay the bill and go on with my life. If they do the job for $47, I’ll probably hand them something extra for doing a tedious task that the gov invented to annoy honest 2A enthusiasts.

Most FFLs that I deal with don’t appear to make a ton of money, and it’s a job that supports our rights and freedoms. I appreciate that, and an extra few $ doesn’t bother me.

FFLs are the good guys here, without them our 2A rights are worthless. They’re on our team, why help the CA government hassle them?

Only if you don't pick it up on the 10th/11th day (whatever they say is the earliest they can come back). The law is very clear that no other fees are allowed.

That’s not right it’s 10 dollars per firearm plus 37.19 dros.? There is an exception if doing multiple firearms requires additional paperwork but I’ve never encountered that. Thanks for sharing this place just lost a lot of business. Understood ffls don’t make a lot on ppts but that’s part of the game they signed up for. Doing ppts and doing them fast gets you attraction and a lot more business to shop there. With the tax nowadays ppts are a lot more common. This is just not right.
