Bill 3064 - went into effect on Jan 1, 2025 and explicitly authorized request of photos. I've been complaining that DOJ should ask for legislative authority - they did.
Examples: PC 27560 (a)(1)(A) and PC 27565 (d) and PC 27875 (e) all have approximately the same text
What this does is move the ball to the reporting party's court from DOJ's.
Prior to this law change, DOJ was required to accept reports that were complete as their reporting form indicated. Now, they can assert the report is not yet complete if they do not get requested photos.

(e) The department may request photographs of the firearm to determine if the firearm is a generally prohibited weapon, assault weapon, or machinegun, or is otherwise prohibited.
