Would these build kits be subject to the roster?

I assume some FFLs would be more open than others to receive these. At what point does it “become” a handgun with a serial number?
I missed that the kit included a serialized pistol frame. I don't believe any FFL would/could transfer it in California.

An FFL-07 like 2A zone may be able to build an SSE frame for you and build this out using the kit parts. I'm sure one of our experts on the sight will know more about this than me.

Even that may be a tall task, but yah, they're of the most flexible FFLs in SoCal. Short of that, perhaps OP can find someone with an old frame or that brought the frame/kit into the state from out of state and would be willing to part ways with it.

I don't know if they can do it with the atlas kit but they can SSE 2011 frames. It's a pain if you aren't local but it's possible, it's easier if you send them the lower parts.
