Well, that’s the basis of the contention. The unit is to be a, “secure container that is fully enclosed”. The container isn’t fully enclosed. The center console cannot be the container or serve as part of the full enclosure of the vault itself.

That "secure container that is fully enclosed" could be pretty open to interpretation. A console vault is a secure container, and that secure container is fully enclosed inside of the center console when the arm rest on top of the center console is down.

It doesn't say that the secure container itself has to fully enclose something. It says that the secure container must itself be fully enclosed. Throw a secure container on the front seat and close the doors and roll up the windows and you're set. And by that token, what is a "secure container"? Yea, it says locked, but what if it's a combination lock with only one dial and 9 digits. Is that "Secure" even though it's locked? Or what if it's a locked container via a key lock, but the key is left in the keyhole? It's then locked but is it secure?

It says the secure container must be fully enclosed. If you take some of these containers (like the one being discussed in the OP) in a stand-alone configuration, they don’t have 4 sides and top and bottom. They are frameworks which are concealed by the console. They are not, in and of themselves, secure. Looking further at the storage law gives a clearer view of this as it describes

‘Locked toolbox or utility box” means a fully enclosed container that is permanently affixed to the bed of a pickup truck or vehicle…

For transport, sure, if it’s unloaded and not in the utility or glove compartment. But, the storage law says it must be “out of plain view”.

Regarding CCW storage, there is no ambiguity as the statute requires a “lock box” and regulations (11 CCR § 4082) provide:

( y) “Lock box” means an FSD that fully contains and encloses the firearm(s).
