Even in Portland this bill wouldn't pass, vegans make up less than 1 % of the population and this bill affects farming along with hunting and fishing. Portland is all about meat and the outdoors.

I never made the argument that the 2 percent of Portland that are vegan didn't sign onto this, I said even in Portland this isn't popular. Portland metro area has 2.5 million people and they couldn't get 100k signatures because even among liberals, forcing veganism on people isn't popular. Almost all liberals eat meat.
