Purchasing from out of state friend

I only really do or have done C&R's, anything one buys at a gun store or Pawn shop you still have a 3 day wait before picking it up as far as long arm's go.
As far as bringing it back to Cali as long as you purchased it legally all you have to do is fill out the state form declaring it which I think costs 20.00 still.
Not sure about anything off roster but CA allows residents to have another state's ID, in Nevada you are only allowed to have a NV ID.

Have a friend from out of state and he wants to sell me a springfield echelon but he doesn't want to go through the paperwork here. I want to use it for my ccw training and maybe as a carry. What would I need to do to make it california legal?

There are only a few ways to get an off-roster handgun in to CA as a non-LEO.

A common one is an Intrafamilial Transfer ; Grandparent to Parent to Child. Has to be linear, no sideways stuff like brother to sister or between cousins. So if you have a parent or grandparent in another state, they can send an off-roster handgun as a gift to a local FFL to transfer it to you.

Another is as a PPT from an exempt person like a LEO to you.

And another is from a new California resident that has moved here with one that no longer wants it.

This seems to ignore a whole bunch of procedure.

Buying C&R with an FFL03, you can do what your license allows, and when you bring the gun(s) back to CA, you file a report with CA-DOJ.

For non-C&R, CA Penal Code 27585 requires ...

27585.

(a) Commencing January 1, 2015, a resident of this state shall not import into this state, bring into this state, or transport into this state, any firearm that the person purchased or otherwise obtained on or after January 1, 2015, from outside of this state unless the person first has that firearm delivered to a dealer in this state for delivery to that resident pursuant to the procedures set forth in Section 27540 and Article 1 (commencing with Section 26700) and Article 2 (commencing with Section 26800) of Chapter 2.
And the Feds still think one must be a resident of a state to buy a gun there, via 18 USC 922 (a)(3 and 5). It is legal Federally to buy a long gun in a different state, but CA's PC 27585 still forces the gun back into a CA FFL.

No one is going to raid this guy because he finds a way to unlawfully register this gun in California.

You can advise caution or even flat out tell someone it is illegal and don't do it, but do not spread FUD. No one is raiding this guy over one gun. Ever.

The longer you deal with this state, the more you will realize no one gives a damn. Find ways to do what you are going to do as lawfully as you can, but undersand no one cares about these laws and no one is going to raid you over them. That is called living in fear. Which is your choice to do if you want. It reminds me of the hysteria to try to get everyone vaccinated.

You continue to be wrong. He is a big boy and needs to make his own decisions and be responsible for them. The thing is, no one cares enough to arrest him over a single gun transaction, especially if he does it illegally correctly.
 
As an ffl in a tough region, I’m surprised you’d say that considering the law vs individual rights, at the end of the day comes down to how much money is it worth to you. You may win your case…. But it’ll cost you.
 
I can go to any gun show, pawn store, gun store and buy a firearm.
You may be able to purchase a firearm in another state, while holding a Driver's License from that state, but you can't do so legally.

Please note that the federal definition of "State of Residence" does not depend on whether you hold a Driver's License from that state. Please refer to 27CFR478.11

If you are a California resident (as defined by 27CFR478.11) who holds a Nevada Driver's License and you purchase a handgun in Nevada, you commit a federal felony (refer to 18USC922) at the time of the purchase, and a California state felony when you bring that handgun into California (refer to PC section 27585).
 
It makes me laugh how clueless so many are, glad I'm not an angryperson.
Mate, you don't have a clue about how things work and the last thing I worry about is getting "Raided"..
