According to the official text updated via SB 2, a licensee shall not:

(1) Consume an alcoholic beverage or controlled substance...
(2) Be in a place having a primary purpose of dispensing alcoholic beverages for onsite consumption.
(3) Be under the influence of any alcoholic beverage, medication, or controlled substance

Following a major ruling by the Ninth Circuit Court of Appeals in the case May v. Bonta, the state's tougher restriction under California Penal Code § 26230(a)(9) went into full effect.
The California Department of Justice official enforcement directive confirms:

1. The Location Rule: ANY Establishment Serving Alcohol [1]
Under Penal Code § 26230(a)(9), it is strictly illegal to carry a concealed weapon into any bar or restaurant that serves alcohol, including their connected parking lots. The old loophole allowing carry in the dining area of a standard restaurant that happened to sell beer or wine is gone. If the business serves alcohol on-site for consumption, it is a prohibited "sensitive place".
