My interpretation of Penal Code 29186 is that a Firearm is considered the main serialized part of a firearm (lower, or frame etc). Therefore, if you are unlawfully manufacturing the main serialized part of a firearm without a license, Penal Code 29186 would apply.

Once you own the main serialized part, you already own the firearm and can assemble, disassemble and add whatever you want to it (within the law) as it's still the same firearm because you aren't manufacturing a new firearm.

Thank you I agree. After spending some time researching and trying to understand the new law (and some incorrect ChatGPT input) I landed on two DOJ documents that clarify what "manufacturing" refers to. It makes sense as the bill is really addressing "ghost guns" which are built from unserialized parts.

My prior understanding about only being permitted to assemble (and sell) three rifles per year from a legally acquired and serialized lower + complete upper was INCORRECT.
