The CA safe affidavit can work for California’s FSD requirement, including handguns. But for an FFL handgun transfer there is also the federal Child Safety Lock Act, 18 USC 922(z), which requires the licensee to provide a secure gun storage or safety device with the handgun. If the pistol comes with a factory lock or the FFL provides one, that solves the federal side. A safe affidavit alone is where shops may disagree, because it proves the buyer owns a safe but does not necessarily show the FFL “provided” the device.
