FFL's that do PPT's for $47.19

I’ve never seen this in Sac, every place I’ve been to has been the standard fee. How can they force you to buy a lock when they have the safe affidavit? Will they not let you sign that? Does that not satisfy the lock requirement? I’m confused I’ve always just signed that piece of paper instead of providing/buying a lock
I went to ammo bros cerritos that made me buy 2 locks with the safe affidavit last year.
 
How do dealers get around the cable lock requirement if buyer needs one when they pickup
All guns come with a lock, at Camarillo Gun Store. We have received locks from Project Childsafe, Ventura County Sherrifs Office, and used grants from other gun safety initiatives to fund the project.

If you ever need a gun lock or two, we give them away, no questions asked.

We also accept donations of unused locks, add them to our inventory, and provide them at no charge.
 
Ade's gun shop / pawn shop in Orange, CA just charged me ~$75 for a PPT.
$47.19 transfer
$25 fee
$2.xx tax

The most i've ever paid for a PPT however they were super fast, took like 15 min tops.
They did not charge me a lock fee (thank god).

Shoot Socal in Placentia does not require locks or mags. You are in and out for $47.19 period. Also again as I and many have said the buyer can bring their own lock to be on the safe side. Nobody should be forced to buy a lock. Also if there are going to be extra fees for whatever just go elsewhere. Do your homework before committing to any FFL. When you find an honest 1 just do your business there only.
Federal (handguns only) and state law requires locks. The safe affidavit works for the state, but not federal. CA law requires that if you have a lock you have to have a receipt within 30 days. While you are correct in saying that nobody should be forced to buy a lock, that unfortunately isn't the law. The best way to get around that is for the FFL to have a lock exchange. You donate a lock, the FFL provides a lock, which meets CA and federal laws.

So does this mean all of the 10 transactions I’ve done in the last 6 months, PPT or new purchase, have technically not followed the law? Every of the 5 PPTs I’ve done have not required a lock+receipt or purchase of a lock, every single one has just been a signature on the safe affidavit. At least a few of the new purchases (when the gun didn’t come with a lock) used the same affidavit and I didn’t have to buy a lock. This was at 3 different FFLs, are they all running afoul of the regs? (This is not sarcasm I’m asking genuinely)

i think the safe affidavit covers the CSLA from 2005 at the federal level, and also the state level. im not a lawyer tho

So the safe affadivit covers ca law to cover federal law any kind of lock will suffice so remember there's Is ca approved locks and not approved so if you used ca approved cable lock it satisfy ca and federal if you use no ca approved cable lock and just a regular lock then safe affadivit satisfy ca and regular cable lock satisfy federal

The federal law applies to handguns only, so if you transferred a handgun with no lock, then it wasn't legal. The safe affidavit doesn't work for the federal law, but then again they haven't followed the requirements for the law. If a lock was included, then it is fine. So unless you detail whether it was a long gun or handgun, it can't be said whether there is an issue or not.

if a gun is locked in a safe i think it would qualify to cover the CSLA requirement? since that would be secure gun storage :unsure:

Nope, no safe affidavit works for the feds. The Federal law is poorly written, to say the least. It mentions a safe, but only if the FFL provides it, such as including a safe with the sale, nothing to allow for if the person has a safe at home, quite stupid. I talked to a BATF attorney about it and he was stupid as well.

Many years ago a sole proprietor FFL was subject to the waiting period, so when they transferred a firearm to themselves, they had to keep it from themselves. The FFL could go into any other FFL in the country and walk out with a firearm, but to transfer it to themselves they had to wait. Made no sense, but it was a shock when they actually changed it.

like to my knowledge the law as read, doesnt require the person getting the firearm to use it, just that its given to them? but a safe affidavit doesnt cover it?

Interesting. All transactions have been handguns. The last one was a PPT where I was the seller and brought a new in-plastic cable loc (originally came with the gun 12 years ago) to go with it but they said it didn’t count because there was no receipt showing it was bought in the last 30 days. So they had buyer sign the safe affidavit and that was it, I don’t think they made him buy a lock.

I feel like the same happened in my last several transactions as a buyer. At least one new gun didn’t come with a lock and one PPT didn’t come with one, and they just made me sign the affidavit with no lock involved. Were all these FFLs breaking federal law?

When the lock is included with the sale of the firearm, no separate 30 day receipt is needed since the sale of the firearm WITH the lock is the receipt. This one didn't violate federal law since the firearm came with a lock.

Yes, the transfers without a lock for a handgun violated federal law. Since there are no recordkeeping requirements, it is unlikely they will be caught though, but they really should be educated so that they don't end up with a problem.
