The California governor does not need to sign laws to for them to become effective.I'm guessing if AB 1127 gets signed by Newsom
A bill becomes law if the governor signs it, allows it to become law without a signature,
or takes no action within the legally defined timeframe.
All the California governor needs to do is NOT veto a bill and it becomes law in 12 days.
